Leasing Roads

In a March 4th article in The Philadelphia Inquirer, entitled, “Spinning toll roads' asphalt into gold,” by Paul Nussbaum, he denotes that Pennsylvania and New York are considering leasing their toll roads to private companies. The length of the lease is in question and compared to other states lease lengths. Professor Joseph Giglio from Northeastern University's College of Business Administration feels that this is not an appropriate comparison due to a "a lack of transparency in the previous transactions."
